Similar - automated voice with a cut off message - something about social security number and fraudulent taxes, and if I could kindly call back immediately before they begin legal proceedings. Just block it and report it.

American Red Cross calling to schedule a donation for blood. Tell them you have AIDS and they"ll never call again.
Have called twice on my cell phone (one in evening, one during lunch) two days in a row. Leave no message. Seems a little fishy.

they called, we get a lot of red cross calls because we have a rare blood type and they usually leave messages, but this one was quiet for a few seconds and then a really creepy deep raspy voice said "gotcha" and hung up and we were all a little freaked out
